Chinese President Xi Jinping proposes global governance initiative at SCO Summit

Addis Ababa, September 2, 2025 (FMC) – President Xi Jinping has introduced the Global Governance Initiative (GGI), emphasizing the need for a more just and equitable global governance system. He made these remarks while chairing the “Shanghai Cooperation Organization (SCO) Plus” Meeting in Tianjin, marking the largest summit in the SCO’s 24-year history. The meeting was attended by leaders from over 20 countries and heads of 10 international organizations.

The GGI is the fourth major global initiative proposed by President Xi, following the Global Development Initiative, the Global Security Initiative, and the Global Civilization Initiative. The GGI is built upon five key principles:

  1. Adhering to sovereign equality
  2. Abiding by international rule of law
  3. Practicing multilateralism
  4. Advocating a people-centered approach
  5. Focusing on actionable outcomes

President Xi highlighted that while the historical trends of peace, development, cooperation, and mutual benefit remain unchanged, challenges such as the Cold War mentality, hegemonism, and protectionism continue to pose threats to global stability. He emphasized that global governance has reached a crossroads, necessitating a collective effort to address these issues.

The SCO Plus summit underscored the importance of multilateral cooperation and the role of international organizations in fostering a balanced and inclusive global order. The proposed GGI aims to strengthen these efforts by promoting shared development goals and enhancing international collaboration.
