Addis Ababa, June 5, 2025 (FMC) – The Council of Ministers has approved the draft federal government budget of nearly 2 trillion Birr for the upcoming 2018 Ethiopian Fiscal Year (EFY) and formally referred the bill to the House of People’s Representatives for further deliberation and final ratification.
The decision was made during the Council’s 47th regular session held today, where members reviewed key policy documents, including the draft budget proclamation and a proposed startup support proclamation.
The draft budget aims to advance national priorities such as safeguarding national security, boosting production and productivity, and providing support to citizens displaced by natural and man-made disasters.
According to officials, the budget was prepared based on the 2018–2022 EFY medium-term macroeconomic and fiscal framework and the program budget performance evaluation of the 2017 EFY.
The draft allocates funds for recurrent expenditures, capital investments, subsidies to regional states, and programs aligned with the Sustainable Development Goals (SDGs). After detailed discussions and incorporation of feedback, the Council unanimously approved the draft proclamation and forwarded the budget bill to parliament for further review.
In addition, the Council deliberated on a draft startup proclamation aimed at establishing a supportive ecosystem for innovation. The law intends to enable startups to operate effectively by facilitating access to finance, encouraging new products and services, and promoting entrepreneurship.
Following the discussions, the Council unanimously referred both the budget and startup proclamations to the House of People’s Representatives for consideration.
