Addis Ababa, September 30, 2026 (FMC) — Ethiopia’s National Intelligence and Security Service (NISS) has suspended the issuance of permits for all types of drone flights in Addis Ababa and surrounding areas for an indefinite period, while enforcing a comprehensive restriction on drone flights across the area.
The Service said the measure took effect immediately on September 30 and applies to all drones and similar airborne devices operating in Addis Ababa and its surrounding areas.
NISS said it is maintaining surveillance and control of drone activity through an integrated counter-drone technology system deployed to monitor and regulate such operations.
The Service warned that drones flown in violation of the restriction, regardless of their location or altitude, will be identified and intercepted. It said such drones may be brought down and landed at designated locations, while the precise locations of their operators will also be identified and the individuals placed under control for appropriate legal action.
Previously, entities seeking to operate drones for work-related purposes were required to obtain prior authorization from NISS by providing details of the flight’s purpose and location, as well as the type and model number of the drone.
The Service said the indefinite suspension of drone permits and the comprehensive flight restriction have been introduced in line with its responsibilities under Proclamation No. 1276/2014 to safeguard the security of national leaders, critical infrastructure and national events.
NISS said it has equipped itself with advanced technologies and developed capable personnel to address national-security risks arising from drones and other technology-based devices that have become increasingly widespread in recent times.
It further stated that adequate preparations have been made, in coordination with relevant stakeholders, to enforce the restriction.
