Ethiopia’s national intelliegnce agency says strengthening measures to counter internal and external threats

Addis Ababa, January 22, 2026 (FMC) — Ethiopia’s National Intelligence and Security Service (NISS) has announced that comprehensive measures have been implemented to counter both internal and external threats to the country’s peace and security.

The announcement was made during a review and consultation forum convened to assess the institution’s performance in the first half of the 2018 Ethiopian Calendar (2025/26) budget year.

According to the review, extensive preparations were carried out during the reporting period to strengthen the national security environment, including security arrangements related to the inauguration of the Grand Ethiopian Renaissance Dam (GERD), as well as the successful conduct of national, continental, and international events.

The forum also noted that preparations to review institutional reform agendas and to contribute to the successful conduct of the upcoming general elections were implemented at a high level of readiness.

It was stated that significant progress has been recorded through coordinated efforts with other security institutions to weaken threat groups operating within the country. In parallel, efforts were undertaken to support armed groups that accepted calls for peace to disarm and reintegrate into society.

The review further indicated that transformative measures carried out abroad in the field of information dissemination have helped reverse threats to national interests and security, while also creating favorable opportunities for the country.

NISS reported that strategic gains are being registered in a manner that safeguards Ethiopia’s position and advances the interests of its people amid shifting regional and global security dynamics.

The institution’s capacity to carry out its mandated intelligence, security, and psychological operations was also said to have increased significantly during the period under review.

In addition to neutralizing threats, NISS stated that it has been able to prevent potential security gaps by identifying emerging challenges in advance and conducting trend-based analyses.

However, the forum acknowledged that ongoing peace and security efforts continue to face challenges posed by fronts formed by unintegrated internal and external forces, as well as regional activities aimed at fueling power-alignment conflicts.

Information provided to Fana Digital by the National Intelligence and Security Service indicated that institutional readiness is being strengthened to effectively counter these challenges.

Regarding the upcoming general elections, NISS stated that, in line with its legal mandate to ensure a peaceful and democratic electoral process, it has conducted an assessment to identify potential sources of threat. Based on the findings, preparations are underway in terms of manpower deployment, technological capacity, training, and psychological readiness to mitigate the identified risks.

The institution further emphasized that the African Union Summit scheduled for 2026, along with other major national and international events planned for the coming months, as well as the general elections, will be conducted successfully with full manpower, technological support, and logistical readiness.
