February 27, 2026 (FMC) — Prime Minister Abiy Ahmed of Ethiopia and President Ilham Aliyev of Azerbaijan, following today’s bilateral talks at the Zagulba Presidential Residence, oversaw the signing of the Agreement on Cooperation in the Field of Defense and the exchange of several memoranda of understanding (MOUs).
Note that the Ethiopian Prime Minister and his high-level delegation are on an official working visit to Azerbaijan since February 26.
The exchanged MOUs cover cooperation on the organization of the Thirty-Second Session of the United Nations Climate Conference (COP32), cooperation in agriculture, media development and experience sharing with Ethiopian Broadcasting Corporation, investment promotion, and cooperation on anti-corruption initiatives.
The parties also agreed on a cooperation program between ASAN Service and Ethiopia’s MESOB services.
The Office of the Prime Minister of Ethiopia stated the agreements and MOUs in defense, COP32 cooperation, agriculture, media development, investment promotion and anti-corruption are expected to strengthen and expand bilateral cooperation across key sectors.
According to Azerbaijani media reports, the agreements were signed by Ethiopian counterpart Gedion Timothewos and Azerbaijani Foreign Minister Jeyhun Bayramov. The defense agreement and the memorandum of understanding on COP32 cooperation were among the instruments signed.
Additional MOUs included cooperation in agriculture between the ministries of agriculture of Ethiopia and Azerbaijan, collaboration on anti-corruption between the Federal Ethics and Anti-Corruption Commission of Ethiopia and the Prosecutor General’s Office of Azerbaijan, investment promotion between the Ethiopian Investment Commission and the Export and Investment Promotion Agency of Azerbaijan, and media cooperation between Ethiopian Broadcasting Corporation and Azerbaijan Television and Radio Broadcasting CJSC.
