PM Abiy Makes Additional Senior Executive Appointments as New Medemer Government Takes Shape

Addis Ababa, October 8, 2026 (FMC) — Prime Minister Abiy Ahmed has made a series of additional senior executive appointments, further shaping the institutional leadership of Ethiopia’s new Medemer Government as it begins its five-year term.

The appointments are distinct from the 22-member Ministerial Cabinet approved by the House of Peoples’ Representatives earlier today, and bring additional senior responsibilities into the executive structure under the new government.

Adem Farah has been appointed Coordinator for Democratic System Building, with the rank of Deputy Prime Minister, assigning him a senior role focused on the country’s democratic system-building agenda.

Ambassador Betre Mengistu has been appointed Chief of Staff of the Prime Minister’s Office and Minister of Cabinet Affairs, taking on a central coordinating role within the Office of the Prime Minister and the federal executive.

Enat-Alem Melese has been appointed Minister of Government Communication Services, while Fikadu Tessema has been appointed Minister with Portfolio, in charge of Government Affairs.

The appointments add to the leadership architecture of the new Medemer Government beyond the ministerial portfolios approved by Parliament, establishing senior institutional roles covering democratic system building, executive coordination, government communication and government affairs.

They come as Prime Minister Abiy Ahmed’s new administration moves from the formation of government to the implementation of its five-year mandate, following the June 1 general election and the opening of the 7th parliamentary term on October 5.

Together with the newly constituted Ministerial Cabinet and other senior executive appointments, the latest decisions complete another layer of the leadership structure through which the new Medemer Government will carry out its national agenda.
