Revised aviation security law aligns Ethiopia with int’l standards & strengthens oversight – NISS

Addis Ababa, April 23, 2026 (FMC) – Ethiopia’s revised Aviation Security Proclamation is expected to strengthen the country’s air transport sector and enhance its overall growth trajectory, according to the National Intelligence and Security Service.

The House of Peoples’ Representatives, in its 15th regular session, this week deliberated on and approved the draft Proclamation No. 1412/2018, which amends the existing Ethiopian Aviation Security Proclamation.

In information communicated to Fana Digital, the National Intelligence and Security Service stated that the revised proclamation—endorsed after more than two decades—formally reinforces the institution’s national mandate to lead and coordinate aviation security activities within a clearly defined legal framework.

According to the Service, the new law is designed to elevate Ethiopia’s aviation security system and place it on a stronger institutional and regulatory footing. It is also described as the first comprehensive legal instrument dedicated specifically to strengthening aviation security governance in the country.

The existing proclamation, the Service noted, had become insufficient to support the sector’s intended level of development, particularly as it did not incorporate 17 key standards set by the International Civil Aviation Organization.

The revised proclamation is intended to ensure that the National Intelligence and Security Service discharges its aviation security responsibilities in full alignment with international standards, both in regulatory implementation and operational quality.

It further establishes a stronger legal foundation for advancing Ethiopia’s strategic vision in aviation security and institutional capacity development.

The Service also highlighted that the reform introduces important improvements, including the engagement of key stakeholders in sector coordination, the integration of updated international aviation security standards, and enhanced legal backing for technological modernization.

These measures are expected to improve the competitiveness of the aviation industry and strengthen the country’s capacity to keep pace with its rapid expansion.

The amended Ethiopian Aviation Security Proclamation No. 1412/2018 was approved by a majority vote of the House of Peoples’ Representatives on April 21, 2026, the National Intelligence and Security Service confirmed.
