AU Commission Chairperson Welcomes Doha Peace Framework Between DRC and M23

Addis Ababa, November 16, 2025 (FMC) — Mahamoud Ali Youssouf, Chairperson of the African Union Commission, has welcomed the signing of the Doha Framework for a Comprehensive Peace Agreement between the Government of the Democratic Republic of Congo (DRC) and the M23/AFC rebel group, calling it a decisive advance toward restoring stability in eastern DRC.

In a statement released yesterday, Youssouf described the agreement as a “landmark step” in rebuilding trust, tackling the root causes of conflict, and promoting long-term reconciliation. He praised both parties for showing “courage, political will, and genuine commitment to dialogue.”

The AU Commission Chairperson expressed gratitude to Qatar for its role in facilitating the negotiations and to the United States for its continued engagement in the peace process. He also commended President Faure Gnassingbé of Togo — the AU-appointed mediator for the conflict — and the Panel of Five AU facilitators who supported the Doha talks.

Youssouf urged all stakeholders to fully honor the terms of the Doha Framework, particularly emphasizing the need to complete six related follow-on protocols without delay. He reiterated the AU’s “unwavering commitment” to backing both the Doha process and the parallel Washington diplomatic track to lay the foundation for durable peace and stability in the DRC.

He also reaffirmed the African Union’s ongoing support for all continental efforts to promote security, reconciliation, and development across the Great Lakes region.
