Council of Ministers approves regulation to establish Ethiopian Nuclear Energy Commission
Addis Ababa, October 14, 2025 (FMC) – The Council of Ministers, in its 49th regular meeting held today, deliberated on a range of national policy matters and approved three major draft regulations, including one establishing the Ethiopian Nuclear Energy Commission.
The first regulation approved by the Council establishes the Ethiopian Nuclear Energy Commission, which will be responsible for leading and coordinating Ethiopia’s peaceful nuclear technology development efforts. The Commission’s mandate will focus on advancing applications of nuclear technology in areas such as electricity generation, industrial development, food security, healthcare, and scientific research, in line with international standards and frameworks, according to the Office of the Prime Minister.
Following in-depth deliberation, the Council unanimously endorsed the regulation, stipulating that it take effect upon its publication in the Negarit Gazette.
The Council also approved a regulation determining service fees for the Ethiopian Water Technology Institute. The regulation enables the Institute to sustainably finance its operations by generating internal revenue through services including applied research, technology transfer, professional training, consulting, and specialized laboratory work.
The Council approved the regulation after thorough discussion, authorizing its implementation upon publication in the Negarit Gazette.
In addition, the Council endorsed a regulation establishing the Ethiopian Disaster Risk Response Fund Council and determining the structure and income mechanisms of the Disaster Risk Response Fund. The new Council will oversee and manage the Fund, which was created under Proclamation No. 1386/2017, to ensure coordinated, transparent, and effective disaster response financing.
After comprehensive discussion, the Council unanimously approved the regulation, which will similarly take effect upon its publication in the Negarit Gazette.
