Ethiopian Parliament Approves Revised Pluralistic Agricultural Extension Service Proclamation
Addis Ababa, April 7, 2026 (FMC) — The House of Peoples’ Representatives has unanimously approved the Revised Pluralistic Agricultural Extension Service and Administration Proclamation, marking a major step toward more inclusive and innovative agricultural advisory services for farmers.
The approval came during the 14th regular session of the House’s fifth year, where lawmakers reviewed reports from previous sessions and the Standing Committee on Agriculture.
During the session, Solomon Lalee, Chairman of the Agricultural Affairs Standing Committee, highlighted Ethiopia’s commitment to strengthening the agricultural sector. He noted that the proclamation is designed to expand access to extension services, increase agricultural productivity, and promote the use of modern agricultural technologies.
“The proclamation will enable non-state actors, including private companies, cooperatives, and NGOs, to collaborate alongside government extension agents,” Solomon said. “This approach will enhance service delivery, foster innovation, and support the growth of agricultural businesses across the country.”
The proclamation was developed through close collaboration between the Ethiopian Agricultural Transformation Institute, the Ministry of Agriculture, and other key stakeholders, drawing on evidence from studies, stakeholder consultations, and international best practices, including learning visits to India and Brazil.
Ethiopia has long relied on a strong public extension system with over 70,000 development agents, which provides a solid foundation for reaching farmers. The revised proclamation aims to complement this system by making it more inclusive, dynamic, and responsive to the evolving needs of farmers nationwide.
In addition to the agricultural proclamation, the House reviewed the drafts of the Freedom of Information Proclamation and the Federal Sharia Courts Proclamation, referring them to the relevant standing committees for further consideration.
