GCS Says Digital Reforms Are Reshaping Service Delivery, Skills and Economic Opportunity

Addis Ababa, December 30, 2025 (FMC) – The Government Communication Service (GCS) says Ethiopia’s digital reforms are playing a transformative role in strengthening service delivery, expanding digital skills, and creating new economic opportunities as part of the government’s broader effort to ensure national prosperity.

In a statement released on today, GCS said building a Digital Ethiopia has remained a major focus of the government’s development agenda, noting that the Digital Economy Strategy is designed to anchor the country’s future in innovation and technological advancement by empowering both current and future generations.

The strategy, according to the statement, is already delivering results that support the creation of a modern, high-quality, and inclusive economy.

The government recalled that it formulated and implemented the Digital Ethiopia 2025 Strategy to advance this vision. GCS said the strategy registered significant achievements across multiple sectors, successfully completing its mandate and transitioning to the Digital Ethiopia 2030 Strategy.

Among the key outcomes of the Digital Ethiopia 2025 phase was the opening and expansion of the telecommunications market, which enabled broader access to internet and mobile services across the country.

The statement also highlighted progress in the rollout of a secure national digital identity system, Fayda, the expansion of e-government services, and the establishment of Mesob One-Stop Digital Service Centers, which are providing integrated and modern public services.

GCS further noted that the 5 Million Coders Program has delivered strong results in expanding digital skills nationwide. Additional achievements cited include the establishment of the Artificial Intelligence Institute, the launch of the Public Key Infrastructure system, the expansion of fiber-optic connectivity and 4G and 5G networks, and advances in digital finance and electronic transactions. These developments were cited as indicators of the successful completion of the Digital Ethiopia 2025 mission.

Building on these foundations, the government has begun formulating and implementing the Digital Ethiopia 2030 Strategy, which aims to establish a digitally sovereign Ethiopia anchored in innovation and technology. According to the statement, the strategy seeks to ensure inclusive prosperity by making technology an integral part of daily life.

GCS said the strategy is built on key pillars, including expanding access to digital services by bridging the digital divide between urban and rural areas and enabling citizens to benefit from technology regardless of location.

It also aims to create equal opportunities by fostering an environment in which all citizens can participate in and benefit from the digital economy, while building trust through secure digital systems that ensure cybersecurity and data protection between institutions and citizens.

The statement added that the Digital Ethiopia 2030 Strategy is expected to enhance the country’s competitiveness in the global digital economy and improve transparency in government service delivery.

It is also intended to raise productivity and service quality in sectors such as agriculture and health through the integration of modern digital tools, promote financial inclusion, and cultivate a culture of digital innovation among the next generation.

In addition, the strategy aims to create employment opportunities by establishing a conducive environment for digital entrepreneurs and enabling young people to transform their creative potential into economic value. It also seeks to increase foreign exchange earnings by promoting Ethiopia’s tourism attractions to global audiences through digital platforms.

According to GCS, the Digital Ethiopia 2030 Strategy further includes missions to significantly expand wealth-generating startups and digital skills, ensure financial inclusion through digital technologies, and enable citizens to actively participate in the country’s economic activities.
