IGAD, Germany sign €8 million grant agreement to strengthen migration support in East Africa
Addis Ababa, July 17, 2025 (FMC) — The Intergovernmental Authority on Development (IGAD) has signed an €8 million grant agreement with the Federal Republic of Germany to expand support for migrants, refugees, and host communities along key migration corridors in the region.
The agreement, signed in Djibouti by IGAD Executive Secretary Dr. Workneh Gebeyehu and representatives of the German government through the Federal Ministry for Economic Cooperation and Development (BMZ) and KfW Development Bank, will finance the fourth phase of the Regional Migration Fund (RMF).
“This support will expand our reach along key migration corridors—Moyale, Togwajale, and Nimule–Elegu—improving the lives of migrants, refugees, and host communities,” said Dr. Workneh. “Together, we are making mobility safer, smarter, and more dignified.”
Under the revised implementation framework for RMF Phase IV, IGAD will directly oversee major infrastructure developments and provide technical supervision to implementing partners. The fund aims to enhance access to essential services and infrastructure in migration-prone areas, where pressure on public services remains high.
The new funding builds on Germany’s continued support to IGAD’s regional migration programs and reflects a shared commitment to fostering safer and more humane mobility across the Horn of Africa.
Dr. Workneh thanked Germany for its sustained partnership, emphasizing the impact of the RMF on the region’s efforts to manage migration in a way that supports both resilience and regional integration.
