Ethiopian Lawmakers Approve Carbon Market, Tax Administration, Statistical Service Proclamations

Addis Ababa, June 30, 2026 (FMC) — Ethiopian lawmakers have approved three major proclamations aimed at strengthening the country’s climate governance, modernizing the federal tax administration system, and enhancing the quality and independence of the national statistical system.

The House of People’s Representatives (HPR) endorsed the Ethiopian Carbon Market Proclamation, the revised Federal Tax Administration Proclamation, and the Ethiopian Statistical Service Proclamation during its 29th regular session held today.

Presenting the reports and recommendations to the House, Chairman of the Standing Committee on Planning, Budget and Finance, Desalegn Wedaje, said the Ethiopian Carbon Market Proclamation provides the legal foundation for implementing the country’s carbon market strategy.

He noted that the legislation will support Ethiopia in fulfilling its international commitments, including the Paris Agreement, particularly with regard to greenhouse gas emission reduction targets.

According to Desalegn, the proclamation also establishes the legal and institutional framework needed to promote high-quality green investment, facilitate technology transfer, and regulate carbon market transactions under a transparent and well-defined legal system, replacing previous practices that lacked a comprehensive operational framework.

Following deliberations, lawmakers approved the Ethiopian Carbon Market Proclamation No. 1436/2018 by majority vote.

During the same session, legislators also approved the revised Federal Tax Administration Proclamation.

Desalegn said the amendments are intended to improve the quality and reliability of tax information, address errors arising during data collection, and strengthen accountability for inaccuracies within the tax administration system.

He added that the revised law introduces a mechanism enabling taxpayers to submit complaints related to tax assessments and payments to an independent expert panel established under the Office of the Prime Minister for review and resolution.

The chairman noted that the previous proclamation had remained in force for the past ten years and said the revised legislation is expected to enhance the credibility, efficiency, and effectiveness of Ethiopia’s federal tax administration system.

The House approved the revised Federal Tax Administration Proclamation by majority vote.

Lawmakers also unanimously approved the Ethiopian Statistical Service Proclamation after considering the report presented by the Standing Committee on Planning, Budget and Finance.

According to Desalegn, the new proclamation is designed to strengthen the professional independence of the Ethiopian Statistical Service by clearly defining the responsibilities of its supervisory and executive bodies.

He said the legislation establishes a legal framework that aligns Ethiopia’s national statistical system with internationally recognized statistical principles while reinforcing the protection and confidentiality of statistical information.

The chairman added that the proclamation will help build a modern and robust national statistical system capable of producing independent, reliable, and high-quality data. It is also expected to improve the quality and accessibility of statistical outputs, strengthen coordination among institutions engaged in statistical production, and support evidence-based policymaking and national development planning.

Desalegn recalled that the draft proclamation had earlier been referred to the Standing Committee on Planning, Budget and Finance during the House’s 23rd regular session for detailed review before being presented for final approval.

The three proclamations are expected to strengthen Ethiopia’s institutional, environmental, and economic governance by providing updated legal frameworks in key sectors central to the country’s reform and sustainable development agenda.
