Third Russia–Africa Summit to Kick Off in Moscow Today, Focusing on Strategic Cooperation

Addis Ababa, October 28, 2026 (FMC) — The Third Russia–Africa Summit kicks off in Moscow today, bringing together Russian and African leaders for two days of discussions on political relations, economic cooperation and the future of their partnership.

The October 28–29 gathering is expected to bring together representatives of 48 of Africa’s 54 countries, with 22 participating at head-of-state level, according to Kremlin foreign policy aide Yury Ushakov. Russian President Vladimir Putin and Burundi’s President Évariste Ndayishimiye, Chairperson of the African Union, are set to co-chair the summit.

The summit’s agenda centres on strengthening political dialogue and expanding cooperation in trade, investment, energy, agriculture, infrastructure, education, science and technology, as Russia and African countries seek to advance shared interests amid changes in the international political and economic landscape.

The programme includes plenary sessions and bilateral meetings between President Putin and visiting African leaders. Discussions are expected to address international affairs, economic partnerships and Africa’s role in global decision-making.

Running alongside the summit, the Russia–Africa Economic and Humanitarian Forum will bring together government representatives, business leaders and experts to explore cooperation in industrial development, food and energy security, digitalization, healthcare, education and technological innovation.

A proposed Russia–Africa Partnership Forum action plan for 2027–2029 is among the expected outcomes, alongside a final declaration and agreements intended to advance cooperation between Russia and African countries.

The Moscow gathering follows the inaugural Russia–Africa Summit in Sochi in 2019 and the second summit in St. Petersburg in 2023. Its discussions are expected to shape priorities for the next phase of political, economic and humanitarian engagement.
